ANNA responds to FCA Consultation Paper on Stablecoin Issuance and Cryptoasset Custody

Brussels, 28th July: ANNA has submitted its response to the FCA’s consultation paper CP25/14 on stablecoin issuance and cryptoasset custody.

ANNA highlighted the operational challenges of record-keeping caused by non-standardised cryptoasset identifiers and recommended leveraging global ISO standards to ensure clarity and consistency. Specifically, it endorsed the combined use of ISIN and DTI, which together provide a complete framework for identifying both the asset and its tokenised implementation on DLT.

ANNA noted that, from the end of 2024, Etrading Software Ltd. will serve as the numbering agency for XT ISINs covering tokenised referential instruments, alongside its role as Registration Authority for DTI. It was noted that ISIN, DTI and other related ISO standards such as CFI, FISN and LEI together enhance transparency, improve data quality and reduce operational risk for regulators and market participants in the cryptoasset market.
