ANNA Supports the ECON Committee on Use of ISIN in Securities Prospectuses

The Association of National Numbering Agencies (ANNA) welcomes and supports the position taken on 19 July by the European Parliament’s Economic and Monetary Affairs (ECON) Committee in its proposed amendments to the “Proposal for a Regulation of the European Parliament and of the Council on the prospectus to be published when securities are offered to the public or admitted to trading.” These positions align with the opinion of the European Central Bank of 17 March to require machine-readable, global standard identifiers.

The new ECON report specifically supports the use of the International Securities Identification Number (ISIN) to identify securities and the Legal Entity Identifier (LEI) to identify issuers, offers and guarantors. ANNA concurs that the mandatory enforcement of the International Securities Identification Number (ISIN) and the global Legal Entity Identifier (LEI) in the financial markets will ultimately improve transparency and governance in the markets.

We understand that the same standards requirements are under consideration for the proposed EU Growth Prospectus, and we encourage the ECON committee to recommend a consistent plan for unity and technical efficiency in markets through global standard identifiers.
